Project Summary

RTI International’s Global Health Division is currently accepting applications for an Administrative and Procurement Assistant for a newly-award USAID-fund health systems project in Senegal. The opportunity will focus on achieving sustainable improvement and effective utilization of the Senegalese healthcare system by addressing key causes of maternal and child morbidity and mortality, protecting communities from infectious diseases, and strengthening health systems. Another key objective of the project will be to strengthen the capacity for malaria prevention and treatment, as well as ownership of health at the community and household levels, while maintaining gains made at the health facility level in focus districts. This activity will also seek to improve private sector engagement and surveillance and strengthen the existing linkages between community health services/community-level leadership and facilities/District Health Teams to increase the ability to prevent, detect, and treat malaria in households.

Role Summary

The Administrative and Procurement Assistant will be responsible for carrying out the phases of procurement activity to ensure the best value by analyzing budgetary impact to the project. They will negotiate with suppliers and respect export laws, all while following USAID and RTI regulations.

Role Responsibilities

  • Perform all phases of sourcing activity to ensure best value and within required lead times for requirements in Senegal, including analysis of overall budgetary impact for all types of procurement transactions.
  • Take the lead in the preparation and implementation of the annual procurement plan supported with budget and timetables.
  • Effectively negotiate with suppliers on a wide variety of commodities and services for the best overall value to the project.
  • Prepare, issue, and negotiate RFQs for assigned procurements, such as materials, equipment, commodities, and services.
  • Understand and ensure compliance with legal guidelines, Federal Export Control (if applicable), contracting principles, sourcing, and price/cost analysis requirements.
  • Assist the Home Office Support Team in the preparation of requirements of federally funded contracts for consent to subcontract, source and origin waivers, and budget approvals for nonexpendable property.
  • Provide leadership of overall property management and inventory control, reports, custody control documents, reconciliations for both expendables and non- expendables according to USAID rules and regulations.
  • Ensure adherence to RTI’s standard procurement operating (SOP) procedures for IRS related commodities-ordering and distribution.
  • Develop and submit weekly and monthly reports to the Director of Finance & Administration and COP on procurement for submission to RTI and USAID.

Required Educations, Skills and Abilities

  • Master’s degree in business or a related field + 1 year of experience; or
  • A bachelor’s degree and 3 years’ relevant and related experience
  • Experience in procurement on USAID-funded projects
  • Expert knowledge of USAID rules and regulations for procurement
  • Experience in Quickbooks
  • Excellent French and English language ability
